News brief · Order issued October 16, 2026; reporting checked October 17.

President Donald Trump has waived new duties and several sanctions provisions under the Lindsey O. Graham Sanctioning Russia and Iran Act. The White House order says he submitted a national-interest certification to Congress.

The order describes additional duties on Russian goods and on goods from major buyers of Russian oil and gas, then waives their application. It also preserves sanctions under specified earlier executive orders. This is not a removal of all US sanctions against Russia.

The waivers remain in place until the president or designated officials decide further action is appropriate. WSJ reported the decision overnight, following the law’s passage last month.
